Houston, a city of about 11 million people, ranks third on the list, followed by Nashville, with a rate of 9.2 percent.
In addition, Detroit ranks first with a 3.8 percent rate.
Houston has also become the home to one of the nation’s largest taxi fleets, which has brought with it a wealth of jobs and investments for the region.
But with a tax rate that has grown more than 400 percent in the past decade, Houston’s high cost of living has left many residents struggling to find affordable housing.
According to the report, the number of people with low-income housing vouchers in Houston has increased by more than 200 percent.

According a recent study by Gartners, Houston ranks No. 10 for the number and type of taxi licenses issued per capita in the U.S. In 2019, Houston had 5,922 taxi licenses, which makes it among the top 25 cities with the highest number of licenses.
The study also found that the city has the fourth largest number of taxi license holders, with about 2,800 license holders.
For Uber, Houston is an attractive place to work because of its proximity to airports and the airport’s high capacity.
Uber drivers are not required to wear an identification badge or a helmet, but a number of cities have passed laws that require that they wear a face-covering helmet.
But in Houston where there are fewer requirements for drivers to wear helmets, some drivers don�t have them and say they do not feel safe.
